This notice is issued pursuant to Part 617 of the implementing regulations pertaining to Article 8 (State Environmental Quality Review Act) of the Environmental Conservation Law.
A Supplemental Draft Environmental Impact Statement (“SDEIS”) has been completed and it was accepted by the Town Board of the Town of Grand Island during its meeting on October 20, 2008, as the lead agency, for the proposed action described below.
The Town Board previously held a public comment period on the SDEIS and the public comment period that originally was scheduled to end on November 19, 2008 was extended by the Town Board and ended on December 1, 2008. During its meeting on December 15, 2008, the Town Board voted to hold an additional public comment period on the SDEIS.
Written comments on the SDEIS will be accepted by the Town Board of the Town of Grand Island for until 5:00 p.m. on January 20, 2009.

Name of Action: Country Club Cottages
Location: Fix and Baseline Roads, Town of Grand Island, Erie County, New York
Description of Action: The proposed action consists of a clustered residential subdivision to be constructed on approximately 28.5 acres of vacant property (“Project Site”) that is properly zoned for the proposed use. The proposed clustered residential subdivision will consist of 67 detached single-family homes. The proposed action has been broadly defined to include all improvements to the Project Site that will result from the proposed Country Club Cottages project including but not limited to: the construction of detached single-family homes along with necessary grading of residential lots; the installation of roadways, driveways, landscaping; the installation of sanitary sewer lines, water lines, electric lines, etc. along with connections to existing sanitary sewer and water lines and the installation of a storm water management system.
The proposed project requires discretionary approvals and permits from the Town Board and involved agencies. The Project Sponsor is not proposing to amend the zoning classification of the Project Site. The Project Sponsor’s previous request to amend the zoning classification of the Project Site was withdrawn prior to its submission of a Draft Environmental Impact Statement (“DEIS”) for the currently proposed action.
Potential Environmental Impacts:
On June 16, 2008, the Town Board adopted a resolution requiring the Applicant/Project Sponsor to prepare a SDEIS for the purpose of responding to new information received by the Town Board subsequent to its issuance of a Final Environmental Impact Statement for the proposed action. The topics that were identified by the Town Board that needed to be included in the SDEIS were as follows:

Impacts on wetlands, both jurisdictional and non-jurisdictional;
•
Impacts on traffic;
•
Impact on community character and consistency with comprehensive plan;
•
Impact on stormwater drainage;
•
Impact on endangered or threatened species, and their associated habitat;
and
•
Impact on soils, and potential for impacts on new and existing homes.
Section 3 of the SDEIS consists of the Applicant/Project Sponsor’s
responses to the comments received by the Town Board subsequent to its issuance
of a FEIS for the action. Section 5
of the SDEIS consists of an evaluation of potential environmental impacts as
follows:
